A meta-analysis of 46 career pathways impact evaluations found that the programs greatly increased educational progress as measured by credential receipt, but didn’t meaningfully affect medium- or long-term earnings.

Study Sees Early Career Wage Growth Gap by Gender and Race

A study of career trajectories and occupational transitions examined the 10-year wage growth experienced by workers who entered mid-level occupations and found large disparities in wage growth by gender and race, even among otherwise similar workers.

Implementing Registered Apprenticeship Programs

This report examines the implementation of the U.S. Department of Labor’s American Apprenticeship Initiative and finds grantees expanded registered apprenticeship to nontraditional (non-construction) occupations and to underrepresented populations (women, people of color). Grantees reported that manufacturing is an important nontraditional occupation for apprenticeship expansion and that developing apprenticeships in other nontraditional occupations—healthcare and information technology—was challenging.

Exploring Short-Term Impacts on Enrollees in HPOG 2.0 Programs

The Health Profession Opportunity Grants (HPOG) 2.0 program trains low-income adults for in-demand healthcare jobs with the potential for good wages and career advancement. Initial findings from the second round of HPOG grants show – in the aggregate – significant short-term impacts on educational progress for low-income adults served by local  programs across the country.

Instituto del Progreso Latino’s Carreras en Salud Program: Six-Year Impact Report

Carreras en Salud is a seven-step nursing pathway that prepares Latino adults with low incomes for employment in the healthcare sector. This report shows the program increased receipt of college credentials requiring at least one year of college but had no detectable impact on measures of financial well-being.

Integrated Basic Education and Skills Training (I-BEST) Program: Six-Year Impact Report

Washington State’s Integrated Basic Education and Skills Training (I-BEST) program was designed to increase low-skilled adults’ access to and completion of college-level occupational training in a range of in-demand occupational areas. The report shows the program continued to have no impact on receipt of college credentials requiring at least a year of college and on earnings and discusses the implications of these results.

Examining Racial Bias in the Low-Wage Labor Market

Racial equity in hiring is an important step toward addressing economic inequality. Under a new project for the Office of Planning, Research, and Evaluation in the U.S. Department of Health and Human Services’ Administration for Children and Families, Abt will assess racial barriers in the employment process and identify strategies to combat bias.
