This report documents the experiences of five programs that integrate employment services into treatment and recovery programs for people with substance use disorders. We draw on interviews with managers and service staff members to describe the experiences of programs in relation to critical aspects of program design and implementation.
Evaluating the Workforce Innovation Fund

Studying the ‘Pay for Success’ (PFS) Approach
Our implementation study for the U.S. Department of Labor indicated that while the complex partnerships needed to carry out the PFS approach were developed and operationalized, the programs did not produce impacts on participant employment or recidivism outcomes and private investors did not receive a return on their investment.
