Grantee Outcomes from the American Apprenticeship Initiative

The U.S. Department of Labor (DOL) American Apprenticeship Initiative (AAI) aimed to expand registered apprenticeships to new sectors and underrepresented populations. Abt’s evaluation of AAI builds evidence about the effectiveness of apprenticeship for apprentices and employers. This report finds that AAI met its goals relative to program and apprentice registration.

New Evidence on the Long-Term Benefits of Year Up

A new Abt report provides rigorous evidence that Year Up’s program for young adults produced large, lasting earnings increases and growing financial benefits for society over a seven-year follow-up period. The report also provides novel subgroup analyses, examines the effects of COVID, and discusses directions for upscaling and future evaluation.

Impacts of Employment Programs for the Long-Term Unemployed

An Abt evaluation of the Ready to Work Partnership Grants, funded by the U.S. Department of Labor and designed to prepare long-term unemployed U.S. workers for better jobs, did not detect an impact on earnings or employment over an 18-month follow-up period. However, the program did increase participants’ receipt of credentials.

Evaluating an Innovative Job Corps Pilot Program

An evaluation of the Cascades Job Corps College and Career Academy (CCCA), a pilot program funded by the U.S. Department of Labor (DOL), showed that CCCA increased total time in education and training and time in college, but had no detectable impact on attainment of credentials or degrees. As anticipated, the pilot had negative impacts on employment and earnings in the short-term (18 months) while many participants were pursuing education and training. Positive impacts of Job Corps on employment or earnings may be more likely to occur over a longer-term follow-up.

Building Evidence on Reemployment Services for Unemployment Insurance Claimants

The DOL-funded Reemployment Services and Eligibility Assessments (RESEA) aim to help Unemployment Insurance claimants return to work more quickly. As part of the RESEA Evidence Building and Implementation Study, we created evaluation designs, synthesized evidence, and provided technical assistance to help programs use evidence to better serve job seekers.
